basically radar is radio bouncing off your vehicle, calculating the frequency change as you approach or go away(you know the pitch change you hear as a vehicle passes you) then calculates your speed
radar jammers just transmit “louder” signals so the radar gun cant calculate your speed

i one saw a video of a test of a radar jammer and it did not jam the radar except when the radar gun and the jammer were side by side. do not waste your money

Radar detectors are generally of no use. The reason for this is because its a false sense of security. People that use them generally believe they can exceed the speed limit by any amount & that when the detector alerts them; if they slow down to the speed limit they’ll be safe. In reality by the time their radar detector alerts; you have already been clocked by the officer; as the radar & laser detectors that police uses; generally has right about the efficiency range of the detectors; in some cases better. Radar detectors are only any good at all; if they detect all bands, detect from the front & rear & you are not exceeding 10MPH over the speed limit. Jammers are illegal to use & can cost severe fines if caught with one. Most of them do not work on top of that and are nothing but scams. The best advice to prevent a speeding ticket is don’t speed in the first place. You’ll save money in gas, buying useless junk to prevent tickets, prevent getting in legal trouble & be a safer driver.

Active jamming is illegal and easy to detect. Some jammers use passive reflections to send some of the radar’s energy back to the radar gun. In order to confuse the detector the radar would have to confuse the doppler () return by reflecting a wave that is 180 degrees out of phase. This is may be possible with an active jammer, but a small device’s material would have no chance at over coming your vehicle’s total surface area rf reflections without covering your whole car (Similar to covering a stealth plane with Radar Cross Section materials.) with a passive jamming paint or material. So the passive RADAR scramber does not seem like a very reasonable option.
Laser scramblers may work against lasers and I do not think that low level lasers are illegal. Perhaps a few leds in the front of your car might work. The problem is that you cannot be sure that Radar and/or laser are being used against you. Instant on radar is a sure ticket with either device unless you use these devices in conjunction with traffic.
An effective way to use a radar detector is to have fast traffic in front of you so they trigger the warning before you are within radar range. You are trying to use the other person’s potential misfortune as a radar alert. The typical maximum usable distance for a road radar is probably 1/4 mile, but a half mile is probably much safer.
The radar cannot see over hills or through trees. Rain also deteriorates the radar system. Buying a very low to the ground car with lots of composite materials (like a corvette) will also make you a lot stealthier than a big SUV. The following calculator may help you understand the radar basics:
